Line a baking with parchment paper and set aside. Preheat oven to 350 degrees F.
In a large bowl, cream together egg and both sugars.
Add butter and use an electric mixer to beat until smooth. Add melted chocolate and mix until all ingredients are well-incorporated.
In another bowl, sift together all dry ingredients: flour, cocoa powder, baking soda and salt.
Slowly add dry ingredients into wet ingredients and mix until cookie dough forms.
Fold caramel chips into cookie dough.
Use an ice cream scoop (approx. ¼ cup) to scoop cookie dough onto lined baking sheet.
Bake for 11-14 minutes. Allow to cool.
In a microwave-safe bowl, microwave candy in 30 second intervals until completely melted. Be sure to stir between each interval.
Pour melted candy into a piping bag and drizzle onto each cookie. Sprinkle each cookie with crushed peppermint.
