1. Add ground beef to a skillet and heat over medium high heat until browned.
2. Drain grease and return to pan.
3. Add peppers, onion, garlic and heat over medium heat for an additional five minutes.
4. Add water, bouillon cubes, Worcestershire and cornstarch and heat over medium until bubbly.
5. Reduce heat to simmer and cover. Cook for 7-10 minutes, stirring occasionally until hot.
6. Serve on top of hamburger buns with shredded cheese.
