1. Add ground beef to a large skillet and heat over medium high heat, stirring frequently until browned. Drain grease and return meat to pan. 2. Add pepper and onion and heat for an additional 5 minutes or until onions are translucent. 3. Add garlic, ketchup, brown sugar, Worcestershire, mustard, water, salt and pepper. Mix well. 4. Heat over medium heat until bubbly and boiling. 5. Reduce heat to low and simmer for 20 minutes, stirring occasionally.
